Cyberattack disables Kyivstar mobile and fixed telecommunications across Ukraine

On 12 December 2023, a cyberattack on Kyivstar disrupted Ukrainian subscribers' mobile voice, internet and other communications services. The operator's parent VEON confirmed extensive network unavailability and phased restoration beginning that evening; by 19 December, services in all categories were restored and approximately 99% of base stations in government-controlled territory were active. A subsequent SEC filing attributed USD 23 million in lost 2023 revenue and USD 46 million in 2024 to the incident and related customer concessions.
