Cybersecurity incident suspends CONAGUA administrative procedures across Mexico

On April 13, 2023, Mexico's National Water Commission, CONAGUA, experienced an information-security incident affecting systems at its central offices, basin organizations and local directorates. The agency isolated networks and servers to contain the incident, and the Mexican federal government formally suspended procedural deadlines and administrative activities across multiple working days. Subsequent official agreements extended the suspension into May. BlackByte was publicly associated with the incident through cybercriminal claims, but ransomware encryption was not independently established.
