Cyberattack on Guadeloupe regional government interrupts supplier payments and public-grant services

On November 21, 2022, the regional government of Guadeloupe suffered a cyberattack against its on-premises information infrastructure. An official responsible for the region's recovery subsequently explained that encrypted data and unavailable applications required an emergency cloud migration. Financial systems used for supplier payments, payroll and subsidies were restored within approximately ten days, while an education-grant application service was not restored until February 2023. This demonstrates material disruption to procurement-related financial processing and public-service delivery.
