Ransomware infection interrupts municipal administration and digital services in Chihuahua

On October 24, 2022, the Municipality of Chihuahua in Mexico detected malicious software encrypting office documents used by municipal employees. Authorities disconnected internal networks and suspended government web services and digital payments to contain the incident. Contemporary reporting also documented disruption to in-person municipal services and administrative procedures. Subsequent identification of the BlackByte ransomware variant is consistent with the observed encryption. The attack materially affected government service delivery, although municipal authorities reported that their financial, revenue-collection and public-security systems had not been compromised.
