Conti cyberattack on Costa Rica finance ministry disrupts customs and trade flows

On April 18, 2022, Costa Rica's Ministry of Finance suffered a Conti-attributed cyberattack that prompted shutdown of tax and customs IT systems, including the TICA import/export customs platform. Importers and exporters reported blocked goods clearance, stranded containers and delayed cross-border shipments; customs authorities moved to manual contingency processes. The TICA system did not fully return until June 24, although international trade continued in reduced manual modes rather than stopping completely.
